Sheffield Wednesday Confronts Major Issues, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

The team's persistent issues represent a a "major concern" and the independent regulator is looking to gain the ability to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

The chairman convened with four supporters' associations representing the South Yorkshire club this week.

The football club have been struggling on and off the field in the current year, with the club missing wage payments on five separate occasions, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for English football and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations submitted for our review if they require examination and dealt with."

Monetary Issues and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in spring months led to sanctions by the football authorities in mid-year, preventing the club from carrying out any transfers or loans for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

Kogan said: "Our role exists to serve the supporters of Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has been part of their lives in numerous instances.

"I completely understand the club's situation, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the fans themselves."

Inquired if the oversight body could require an owner to sell a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the chairman emphasized that forcing owners to sell clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an specific team, an individual owner, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"But the truth is, when you review the record of football, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"Considerable investment coming into football and has been invested for the recent generations, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I fully support the achievement and development as an commercial operation of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in recent years.

The 68-year-old contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any form of political activity."
